Every company operating in the Nigerian Oil and Gas Industry
No. Operators carry out Research and Development on their project as agreed in their Nigerian Content Plan; however, a revolving 3-5-year Research and Development implementation is a Statutory requirement for all companies.
There is no specific budget for the revolving 3-5year Research and Development plan.
The Research and Development Plan and Quarterly Statutory Report.
It outlines a revolving 3-5year Plan for Oil and Gas related Research and Development Initiatives to be undertaken in Nigeria, together with a breakdown of the expected expenditures that will be made in implementing the Research and Development Plan.
The Benchmark declarations contained therein, describes the minimum requirements which each Research Centre in the Nigerian Oil and Gas sector is to achieve in order to meet the goals of Nigerian Oil and Gas Industry Content Development Act (2010). Individual Research Centers may modify the Benchmark provided they do not go below the minimum benchmark.
There are four Thematic Areas for Research and Development provided by the NOGICD Act, 2010:
- Engineering Studies, Reservoir Studies, Facilities and Drilling
- Geological and Geophysical Studies
- Safety and Environment Studies
Local Substitution Studies
EXPATRIATE QUOTA (EQ) REQUIREMENTS & TWP
The NOGICD Act mandates the Board Upon the commencement that all operators shall make application to and receive the approval of the Board before making any application for expatriates’ quota to the Ministry of Internal Affairs or any other agency or Ministry of the Federal Government.
NOGICD Act, Sections:
Section (33). Sub section (2) The application shall be detailed and shall include:
- Job Titles.
- Description of responsibilities.
- The duration of the proposed employment in Nigeria and
- Any other information required by the Board for the purposes of implementing the provision of this Act.
EQ application (New or Renewal/Redesignation) is through the NOGICJQS portal at www.nogicjqs.gov.ng. Company shall login to its NOGICJQS portal account and apply. EQ process is automated on the NOGICJQS portal at www.nogicjqs.gov.ng from application stage to issuance of the Expatriates Quota certificate
TWP application is through the NOGICJQS portal at www.nogicjqs.gov.ng. Company shall login to its NOGICJQS portal account and apply. TWP process is automated on the NOGICJQS portal at www.nogicjqs.gov.ng from application stage to issuance of the TWP-NIS and Letter to the Company
The Board shall Make a determination on EQ applications submitted to it within thirty (30) working days of the receipt of the application and additional 15 working days, However, if it is unable to determine on an application within 45 working days, it shall inform the applicant Company the reasons for the delay.
Company can track its EQ & TWP applications status through the NOGICJQS portal account at www.nogicjqs.gov.ng
During the period of processing of the EQ and TWP, if any applicant is required to present EQ &TWP for a documentation, the applicant may present evidence of submission of application to the Board for search purpose. However, after the 45 days’ period it is expected that the applicant will present the certificate to the operator.
No, there is no cost attached for processing EQ /TWP
- Populated Expatriate Biometric Data Capture form
- International Passport Data page (Information & Current Entry Visa Page)
- Company ID card
- Expatriate Quota Approval from Federal Ministry of Interior (FMI) and NCDMB
- Expatriate Residence Permit and/or CERPAC
Expatriate Biometric unit can be reached through the Email address biometrics@ncdmb.gov.ng
Maximum duration of 10 minutes per Expatriate.
